Born in Iowa City, Iowa, Rick graduated magna cum laude from the University of Nebraska, Lincoln in 1992 with a B.S. in Criminal Justice. Rick's interest in corrections began while working as an intern at the Nebraska State Penitentiary during his undergraduate years. In 1994, Rick began his career with the Federal Bureau of Prisons while working as a law clerk in the North Central Regional Office (NCRO). Upon graduation from the University of Missouri, Kansas City School of Law in 1995, Rick was offered an attorney position with the Bureau through the Honor's Attorney Program. In 1996, Rick was transferred to the United States Penitentiary, Leavenworth, Kansas as legal counsel. In 2001, Rick was transferred to the regional office in Kansas City as a Consolidated Legal Center attorney. Later in 2001, Rick began a three year tour in the Bureau's Employment Law Branch, defending the agency in employment law matters. In 2004, Rick was selected as the Deputy Regional Counsel in the NCRO. In 2016, Rick was selected for his current position as Regional Counsel. Rick is also a veteran of the United States Army.
